Identify this Ford Jubilee Part

What is it, and how does it work? I'm unable to move it; is that supposed to move?

If your talking about the lever it is for a Sherm aux transmission and you should be able to move it either up or down with the clutch pushed in and it gives you 4 extra speeds forward and 2 backwards if not maybe 3 if it is a Sherman combo
 
Yes, I got it to move it today. It was hard to move at first, but after a couple of times up and down, it got easier.
So I assume up is Hi and down is Low. I'll be able to tell when I get it running again.

Yes up will be overdrive and down the normal gear it would have if it didn't have the Sherman. If you move it to the neutral position which is center of up and down and pull out side ways on it and if it comes out about a 1/2 inch then you have a Sherman combo which gives you hi, low and the center position is the gearing it would be if the Sherman wasn't in it
 
That style shift handle is for the Sherman combo transmission. In one direction, up I believe, it is step-up, meaning it doubles the speed of the transmission input shaft. In the other position, down I believe, it is step-down, meaning that it cuts the speed of the transmission input shaft in half. If you move to the halfway point and then pull it out toward the left side of the tractor, and then move it down, it is normal drive ratio, meaning the transmission input speed is the same as if you didn't have the Sherman. Remember that the PTO speed depends on the speed of the transmission input shat, so that when the Sherman is in step-up or step-down mode, you must adjust the engine rpms accordingly to get true 540 rpm PTO speed.
