Identify tool?

Anyone know what this tool is? My neighbor
sent me the picture and I don't have any
other information. Figured I'd post here,
someone most likely knows. Thanks.

Nate these guys have got it right. It was used to vulcanize patches on inner tubes. Please don't plug it in with that short electrical cord. It is a machine that is no longer needed.
 
Nothing like I had for patching tubes. Looks more like for patching sidewauu in a tire. Too big for any standard tube. My patches you set the patch backing on fire and when it was burnt out the patch was finnished. The size it looks to be would be size for earth mover tire.

I'm with Leroy , I recall my uncles once using such a thing to repair a tractor tyre at their potato farm . My memory is clear even though it was more than 60 years ago , the smell of the burning rubber left a lasting impression . It drew a lot of current as well , they had to go and coax the old generator to give out a bit more before they got the job done , the ' Magic ' words they used also impressed that little boy !
