Identifying Odd Implement

Can someone help me ID what this is and what it is actually called? It has sat around our family farm for YEARS. I have never seen it used.

Looks like a homemade subsoiler made from a mule drawn plow.
Would work good in a garden.

Home made subsoiler made from a potato Plow.

Not much of a subsoiler unless you only have about 2" of topsoil. The angle that the shank is mounted at, it will barely scratch the ground with the 3pt lowered all the way down. So either it's a row marker or made for hooking something (brush?).

The booger welds definitely indicate home made.
