IH 1066 diff lock plunger stuck in down position

On my IH 1066 the diff lock plunger on the floorboard is stuck in down position. I have tried some penetrating oil and gently prying it upward. so far, no luck. Tractor is very clean, always stored inside, and the diff lock always worked, used as recently as a month ago. Any suggestion would be greatly appreciated
 
In my 1086 the foot plunger stuck in the floor bushing long ago. Having the plunger go through a closely fitted bushing in the floor is a nice thought but in the real world it needs to be a very loose fit to allow for rust and dirt. When the plunger in my 1086 stuck I stomped on it real hard which pushed the bushing out of its hole in the floorboard. The plunger has a little side slop in it now that it is just sticking through an open hole in the floorboard but at least it doesnt stick anymore.
