I don't think it is. It is being used to bush hog and shows no signs of ever having a backhoe on it. I havn't talked to the owner yet, I wanted to find out as much as I could about it before I did.
 
This is another one of the "number" duplications that IH seemed to let happen. In the era of the 504, the 2504 was the "Industrial" version BUT, they also offered the Constructall 2500, which is really a 2504 with loader and backhoe.
Moving forward 10-15 years, the newer 2500 was the Industrial version of the 574 tractor, and was available with or without loader and or backhoe, and could also be had with 3 point hitch and pto.
