IH 404 Hydraulic missing filter seals

Picked this tractor up from local dealer. Got it running nicely but no hydraulics-steering or 3pt.
We were able to bleed pump by cracking line but only for seconds.
Found out filter is missing some seals, the seal for the base and various seals inside the assembly as well as one spring. Would these missing seals and spring be enough to lose prime in pump? Never had to deal with a pump losing prime.
From reading posts here we were glad to find most of the filter assembly was present including the valve and screen. There was a fairly new element with clean oil so it appears someone worked on this not long ago.

As long as the canister is sealed to the base you should not lose prime even if the filter and internal pieces are missing. Not sure on a 404 but is your hydraulic reservoir under the seat ? If so then where the suction tube is located it probably has a screen and might be plugged??

That's one of the missing seals-the one at the top of the canister. I'm not seeing a suction screen in parts diagram, only a screen that the element goes into. Maybe I should pull that cover off under seat and have a look.

Ok, if that top oring (seal) is missing it will surely lose its prime. There is no other screen on a 404. New orings and you should be good

Thanks, and to answer your question the 404 has a common sump for transmission hydraulic and axle.
We will get that seal and post results.
