IH 404 PTO Question

I have a IH 404 and the PTO is engaged all the time, if you push the pto lever hard toward the tractor the pto stops but engages again when released almost acting like a brake.Any ideas??
Also - anyone know where I can get the side panels above the engine??

My 2404 is the industrial version of the 404, some small differences. I fabricated my own side panels. I made plywood patterns and had a machine shop cut them out for me. You might be able to find originals somewhere I never could.
As far as the PTO you say you push the handle towards the tractor? My handle moves towards the back and front of the tractor. I can"t help you there.
