IH 454 Lift Problem

I was cutting with the bush hog and went to raise the lift. The lever only went up 3/4 of the travel length and stopped. The lift did not try to raise. Anyone have a idea? I looked in the manual and it suggested that I may have internal linkage problems. I am not familiar with the linkage or the lift and I do not know where to start. Any suggestions would be greatly appreciated.

Foxman, my I&T shop manual indicates problem could be:
a. Faulty main relief valve.
b. Faulty cushion relief valve.
c. Internal linkage disconnected.

If you 454 has aux hydraulic outlets, I would operate the lever for the aux outlets and see if the 3pt lifts. If the 3pt lifts the problem is probably dirt in one of the valves.
