estate sale near me has a IH 454 coming up for sale. tractor is kinda beat up, but seems to run decent. one issue however is that the pto doesn't seem to
turn off. the lever near the fuel tank seems to work, but the pto keeps turning. is the pto a issue with this model?its kinda cold here. would thick oil make
the pto drag? anything i should look for next time i go back to look at it? thanks for the help.

I am going to guess you have one of a couple things going on. 1 The Brake is shot and not holding the PTO from dragging. 2 The clutch could be shot with warped plats in it dragging. I would suspect the brake more than the warped plates since those are engaged hydraulically I believe.

Re PTO, what Cat guy says but could be simpler, sometimes if the PTO hasn't been used for a long time, the PTO lever mechanism becomes difficult to move and it doesn't pull/push the spool valve enough to turn the PTO ON or OFF properly. All that is required is to use your favorite penetrating oil and work the PTO lever ON and OFF, also pull up the rubber boot on the top rear of the MCV valve covering the PTO spool and spray the spool.

From what I remember when I worked at main IH agent its hydraulic pressure that stops pto turning. There is a brake to stop pto
To remove pto pack is fairly straightforward after draining oil
Theres a plate to remove underneath on right hand side when looking from rear of tractor
Theres a fiddly roll pin to knock out
I remember making an extension for punch
Its better if another person is holding shaft
I have to go
I will be back
