IH 474 Injection pump lost throttle adjustment

I was working the tractor yesterday and when I went to idle down it was stuck at the same idle speed. I figured it was the adjustments. By hand I could turn it up and down by the lever on pump and it had No affect on the idle speed. It is currently stuck about half idle. (That is good, I can still work). I took the arm of the injection pump and turned the idle speed shaft and it will turn in circles and has no affect. It appears the shaft that the arm mounts to is either broke or not connected inside. I'm wondering if I can pull the shaft to see if it is broke or damaged before sending it off for repair. Highlighted in the photo. What is your advice please.
 
The throttle control spool is stuck inside the hydraulic head, and the throttle lever shaft pin that moves the spool has broken off. I just finished calibration on a
Hydro 84 Bosch VA CR pump that had the lower spill control pin broken. Pump will need torn down for complete cleaning, and hopefully the valve can be freed up.
 
Right.. the pin was broke off. It was easiest to drill a new hole because I could not punch it out. Install a drill bit with right dimensions and reinstall part. Got my idle control back. Thanks for commenting..
