IH 574 power sterring stuck

Need some help here. My steering wheel is stuck. tires are turned all the way to the right. I have looked for leaks and don't see any. I cracked the lines going to the steering cylinder and one will leak fluid when turning the wheel to the right but the other line will not leak any fluid. steering wheel will not go to the left. I am thinking something is wrong in the hydrostatic steering unit. I don't think it can be the mcv valve as fluid will flow in the one direction.
 
Update. Apparently I had to have the other line completely off to have fluid move. The problem is in the cylinder itself. After disassembly I fond that the piston in The cylinder moved on the chrome shaft and is blocking the hole the fluid comes out. How is the piston attached to the shaft? Set screws? Just pressed on? Why did it move? Any help would be appreciated
