IH 674 Starter replacement

I have the D239 engine and the starter has never turned the engine quite fast enough. What could I do to improve this problem? Is there a better starter out there for the 674 than the original?
 
The battery cables should be 2 gauge (at least) and all connections shiny and bright, including ground straps. The battery should have 600+CCA, and be well charged and its at rest voltage should show 12.6 volts. Cranking amps should be no more than 250. (measured with a induction hand held meter (cheap). HAs this been since you bought it or a new issue. If a new issue or even old It probably needs a set of bushings and brushes. Our 574 has never been a good cold weather starting engine since new. Our 674 is not any better. Those engines suck for cold weather starting with out heat. I did have trouble with the starter on the 674 not spinning fast enough to start in summer with good cables and battery in it. SO I got a used starter for it in the junkyard and it is a gear reduction or something starter.IT spins faster and starts better with it. The old one is setting in the shed for now. I had put new bushings in it and the brushes looked good like over half of the brush left. Doesn't seem to drag but just will not spin well and nobody close by to have look at it so I got the used one for now a few years ago now. There are 2 systems on them.One is a DElco the other is that Lucas british set up. Never thought to much of them.
 
As @caterpillar guy says there were also two power levels for the starter, 1.2 KW Lucas and Delco or 2.8KW Bosch.
Here in Canada most IH dealers would specify on the order the 2.8 KW Bosch starter. Neighbor traded his IH 684 on a CIH 4230 and the first winter he complained to the dealer it was very hard to start CIH mechanic came out and checked starter and it was a Lucas 1.2 KW, replaced with Bosch 2.8 KW starter and problem solved.
