Ih 844 draft control

I have an old ih844 I've had for years, but just recently picked up a 3pt cultivator to pull. I was playing around with it last night, and read the manual about using the draft control, and it stated that whenever it's not in use, and you're using just the position control, leave the draft lever all the way down. Me and my dad have always had it all the way up. Could this have caused a problem with the draft control?

When I was trying my cultivator I was on soft ground but with the lever in many different positions it still never lifted the impliment, and so it just kept digging down. Also is the lift position (draft lever) supposed to lift the implement out of the ground? If so, it does not
 
Draft control is to adjust the 3pt to the load of draft on it. Like if plowing and it comes to a hard spot it will lift the plow slightly to ease the draft or pull on it then drop back down when through the hard spot. also can be adjusted to match the implement you're pulling like a light load versus a heavy one . I may be wrong on my description of how it works though I don't believe so. Also never was a 3pt hitch guy either.
 
Disclaimer, I have never owned or operated the IH 644 thru 844 series tractors but there were neighbors that had the older IH 624 and 824 models.
I am most familiar with the IH 54,74,84,85,95,32XX series tractors.
I was reading the IH 644-744-844-844S Operator's Manual on Pages 36-41 and Draft control should be all the way forward in the F position when not in use, see photo below. To use the Draft control the Position Control Lever must be down all the way down and Depth of implement adjusted using the Draft Control, on the 844 tractor the Draft Control has two methods of use in the T-Tension mode on in the P-Pressure mode.
Also there are a couple holes in the Top Link mount, if it is like the IH 54 series, one hole is more sensitive for Draft Control than the other.
The other thing I noticed on the 54 series is the Draft Control is not very sensitive to smaller 3pt implements, example a small 2 furrow plow it will not work well but a heavy 3 furrow plow it works better. So if you have a small 6 Ft cultivator it may not work to well as the larger tractors were designed for heavier 3pt implements. Just my observations and opinions.

My 424 draft lever is supposed to be all the way forward also according to the books. The lift or the loader doesn't work at all when it's forward so it stays back.

With the position lever all the way down, and the draft lever all the way up, in the lifting spot, should it lift the implement off the ground? If it should, it doesn't. We've always had it in the lifting position and just used the position lever as we've only used the 3pt for harrows, a snow blade, round baler mover and bush hog

Some tractors will lift the 3pt right to the upper limit using the Draft Control lever and others will only lift 3pt up so far. The following is how I use the Position Control Lever (PCL) and Draft Control Lever (DCL) on a CIH/IH 54,74,84,95,3230 series tractors with 3pt plow, to start with DCL is all the way forward, first setup at start of the field drop the 3pt with the PCL and put PCL all the way down, start plowing and pull the DCL up until the correct depth of the plow is achieved, at the head lands use the PCL to lift and lower the 3pt and return the PCL to the all the way forward position, some fine tuning of the DCL maybe required due to varying soil conditions within the field. If not using 3pt in ground implements like plow or harrow, keep DCL all the way forward and use the PCL to set the height of the implement.

The newer tractors with electronic Depth control, sense the depth from the lower links and adjust accordingly, the older tractors sensed from a spring tension from the force on the top link and adjusted the lift links to keep the force the same.

I got it working! Turns out the bolt that clamps the DCL onto its shaft was loose, so it wasn't actually doing anything. Got it set now, and tested it out. In the lifting position (DCL up, PCL down) it wouldn't stop lifting though, to the point it loaded the pump right up and maxed the 3pt cylinder I think. Is it supposed to lift to a point, then know to stop lifting and hold the implement up, as the PCL would?

Your 844 is working properly like the IH Bradford built B414, 434,444,384, that is the reason not to use DCL to raise and lower implement only set the ground depth.
