IH 966 Steering and hydralic problem

Friend of mine has a 966 IH that a few weeks ago sometime when you start it the steering wont work. Then other times when its started it will work. Sometimes when it will steer the tractor will not move forward or back. Is the TA and steering connected, is this a valve or pump problem? I'm a JD guy so I can't help much, figured someone on here will have an idea. Help, Allan or someone please advice needed here in NW Missouri.

Is it making a noise while all this is going on? Kind of a "singing" sound?

I'd for darned sure change that hydraulic filter. Down on the right side under the round cover. Clean the bypass screen too.

This time of year is when they start to act up.
