Have you checked for spark at the coil? Pull the center wire off the distributor cap hold it near the engine and crank over. It should throw sparks 4x as fast as any plug. If you don't get spark there new plugs aren't going to make any difference.

If the plugs are as bad as you say, the "right" plugs won't make any difference. Either the carburetor is dumping raw gas into the cylinders or the engine is straight up pumping oil...

Hottest plugs you can get are Champion D21, or Autolite 386 as I recall.

When I was looking for a hotter plug for the 2606 with the C221, I went to an Autolite 388. As I recall the 388 was a little hotter than the 386 (a higher number) and used by some of the backhoe guys and Autolite got more votes than Champion. These engines don't see the hard work from pulling implements.

You likely have a lot of blowby and it uses oil cause of rings or a valve issue. Other than a hotter spark, avoid letting it idle very long. Keep it revved up halfway. One guy here is a strong proponent for 93 octane gas to cure some ills. Fast idling and high price gas is a little tougher on the pocket book.
