IH/case 258 hydraullic problems

Hi All,
Have acquired a IH/case 258. the rear lift arms are stuck up hard and no steering. filters cleaned, new oil, still no pressure.
could all the pressure be going to the rear lift arms, are the list arms and steering related. is there another filter to check?. not sure what else to check,
