IH460 Hard starting

I have a IH460 diesel that is really hard starting when cold out around 60 degrees but starts fine when temp is 75-80 outside I put new glow plugs in any ideas to solve this problem thank you
 
Verify,11.8 volts to glow plugs ,batteries fully charged. Compression
Verify each ,I suggest testing each glow plug. should glow incandescent in 8 to 10 seconds.
What I do ,
I first wet the precombustion chamber (glow plugs)with diesels fuel. 2 to 3 revolution’s cranking ,without the glow plugs energized .
I count off ten seconds with glow plugs energized this vaporizes fuel ,then starting cranking starter , tractor will start in 15 seconds To twenty seconds . I hold the glow plug switch in till it smooths out if you want, .
I have 8000 hours on my tractor , if it doesn’t start I check it out . I can start that tractor in below freezing temperatures using this method.
My local dealer taught me this method , he explain the diesel vapors from glow plugs are what is required to start the combustion. un vaporized fuel or lack of is hard to start combustion.

A simple thing you could try is crank it over for awhile without glow plugs until smoke starts coming out exhaust so you know you got fuel. Then hold the glow plugs.
 
If there has been any engine work done and the valves are not set to the proper level in thehead as they just ground the seats and valves and reinstalled you have lost critical compression for starting also if your compression is down some is also critical for cold starting winter and less so in summer.

that is exactly the correct answer ! new valve recession spec. is . 004 up to .040 max. i set mine at all .006 and she starts on the 2nd revolution. one big world of difference. went from 10 seconds of cranking to right now as soon as the button is pushed. of course rings come into play also.
