Can a draw bar be installed on a tractor that doesn't have one?

If your pull points for the 3 point are accessible for an additional bracket, and you have other pull points ahead of those, such as tapped holes on the sides of the transmission case, there's no reason you can't fabricate something, or modify one to fit. Look for a large, tapped hole in the center bottom of the transmission case. That will tell you it was designed for a drawbar. steve
 
That's a MF rear end, there should be four drilled/tapped holes on the bottom ahead of the PTO shaft. Get a hitch assembly from a 255, 265, or 275 should bolt right on IF
the holes are there. Get the special bolts too..
