Insulating floor

Plan to put an addition on and want to insulate floor because I live in the north. My question is that when you insulate a wall the paper side of the insulation faces in. When I insulate between the joists should the paper face up, or toward the bottom of the subfloor? Thank you.
 
When I insulated by crawl space I just shoved fiberglass batts in between the joists. The outer band joist has an R6 or R8 insulating factor. Old Frame inspector told me this. My crawl is 55F in the dead of winter and 65F in the heat of summer.
 
If you are using OSB for flooring, it is impermeable, so it already is your vapor barrier. Use unfaced insulation, and be sure to cover the soil in the crawl space with 6 mil poly
