Think you can muster up a picture of what you need to do?
Fairly easy if you have a smart phone. Take the pic, then
add it to your reply by using the ..Choose files.. button in
the bottom of the posting area in your reply.
 
If you can see the ring but you cant get under it,
should be a hole in the side of the tube right over
the lock ring. Push a punch in there and compress
the ring.
 
I will add if this is the type that the end piece sets inside the tube bore and the snap ring is in a groove in the tube bore it may be possible that the end piece can be driven into the bore slightly to allow the snap ring to come out. This would be due to a slight ledge machined in the end piece to lock the snap ring in. Hope this makes sense, it would be much easier with a picture to know what you are dealing with.

Looked for that right away Unfortunately there is no access hole
Another member suggested driving the cylinder head in a bit which looks like the only alternative but tried that with a brass drift Its solid!!

Is this what your cylinder looks like in the attached link? If
so to me it really looks like the head number 14 is drawn
against the snap ring 13 by nut 9. So to me pushing or
driving the head in to release the snap ring is the only
option. I am just giving you my best opinion because I have
not had one apart. Heating it as Fritz has suggested seems
to be what is needed.

Well guys heated the tube until the paint was gone in that area
No luck Still solid

I definitely believe we're on the right path I just believe there might be another issue Jammed oring perhaps Will be taking it to a hydraulic shop Where I'm sure they have a press to push that head in

A follow up Mounted the cylinder upside down in a heavy press Pushed the piston head back in and popped the snap ring out quite easily

Cleaned and smoothed all the old age and removed the broken oring Repacked All good
