International 504 stuck drive wheel

I bought a rough 504 utility. It looks like a fixable project. The only thing I'm worried about is the left side drive wheel is stuck. I'm thinking maybe it's the brake. But not positive. Any other suggestions of what to look for? I have tried dragging it around the yard with no luck.

With the tractor in gear on flat ground, watch the axle carefully where it comes out of the housing. Rock the tractor back and forth. if there is any movement at all, the brake is likely the culprit. The brake housing should come off(or loosen) with just a few turns of a wrench. Try that first. Jim

Jim is right on. If it has disc brakes they will usually release if you loosen the cover bolts.
