This was found in a shed. Does anyone know what it is?

YUP , THAT IS A ADDITION to the throttle lever used on the old 300-450 tractors when the notches are plum slap wore out and no longer hold . that goes over the out side and add friction on the arch . My buddy had one on his old 450 D

TV is on to something. There was one in the tool box on my 400 & I never did figure out what it was for.

Is there a part number on the casting somewhere?

IH marketed it as an approved accessory. As such, it was probably neither designed nor made by IH. They called it a "Stay-Set" throttle control. It was available under part number 999627R91.
