I can certainly understand the sentiment that law enforcement always needs to do the maximum, every single time, for everyone.I hate a thief as well and can understand your sentiment.
If the law would do something about the thieving I think it would change. chop a few fingers off with a old fashion chopping block. Maybe they would get the message. I don't know. Just seems that it just gets worse and I know here it is the same people in and out of jail on a monthly basis. Even a convicted thief, stole cars and ran from cops. 4 times in one year. the last time he killed a pregnant Women when he ran from them. got 5 years jail, but we know he won't be in that long.
However, law enforcement just like fire departments and emergency medical services is funded by the taxpayers mostly through local property taxes. So are the courts, so are the jails and so are the prisons, and they are all very expensive. How much are taxpayers and mostly the property taxpayers really obligated to pay to protect the property of someone who who does not make a reasonable effort to protect that same property? Sheds, fences, gates, locks, and simply keeping valuables out of sight from the road can do a lot to prevent theft.
Years ago fire departments and EMTs would ask for a voluntary contribution after they rendered help, especially from the people who could easily afford to do so. That was similar to current medical co-pays. It was an incentive to make a little effort to reduce the number of minor, but still very expensive emergencies.
Property crimes seem to be the highest in areas where economic opportunities are the most limited.
