JD 265 HARD STARTING

My John Deere 265 has a 17 hp Kawasaki engine. It has alway started hard, but the electric shutoff went bad, so I replaced the complete fuel system - filter, fuel pump, and carburetor. I noticed that the choke was not completely closed when choked. When I hold the choke closed by hand, the engine backfires. If I squirt some ether in the intake, it starts fine. When the engine is warm, starts right up without any ether and runs & idles great. Any suggestions, as to what I have missed?
