JD 4100 Power Steering

Friends asked me to look at a little JD 4100 compact tractor today. The power steering has suddenly turned into "Armstrong Steering", meaning it take some force to turn the wheel. This lil tractor is a Hydrostat Drive. Is the steering run off of the main hyd. system. I was wondering if so, is there some kind of priority valve ?
