jd 458 round baler

Have a JD 458 round baler. Gate goes open ok, shuts ok, but the last of the hydraulic cylinder stroke when the tension arm goes to home position is really slow. Hooked to JD 7210, and have hydraulic flow turned all the way up. Any ideas how to speed up this cycle.

I wonder if orifice's(parts key 20 & 29) have been interchanged. Parts key 20 orifice dia, is 0.113'' & parts key 29 orifice dia, is 0.094''
