I would not hook a tow strap or chain to that axle, that is why so many of them have been welded.

Do you have another tractor with a belt pulley? If so, it would be good to use belt pulley to belt pulley to start it. But that means you need a good long flat belt too. Many John Deeres (diesel and gas) have been started that way. Of course it works with any make of tractor that has a belt pulley. Old threshing machine belts or hammermill belts are great if you or a neighbor might have one. If you use a belt it needs to be twisted, unless you have a rare unit where the driving pulley turns counterclockwise.
