JD 720 gas starting problems

Hi all,
I am trying to get a few things rolling again on my tractors. The first problem Ive run into is getting my 720 gas to even crank. Here is what Ive done so far:

1/new battery
2/new starter switch
3/new ignition dial switch and cleaned wires
4/new battery cables 2/0 for positive and neg
5/cleaned around my ground attachment to tractor frame with wire brush
6/pulled the starter and cleaned the face to frame to make sure there is good ground contact
7/fairly new wire harness is on it and I replaced the white porcelain resister

The problem is that I cant even get the starter to engage. I had it overhauled about two years ago and at the time it did fine. The tractor is a 1957 720 gas row crop green dash. I have all the manuals and have traced and retraced the wiring to make sure it is correct. It has not run in about two years and part of that, it was outside in the elements. The motor spins freely and all the fluids are good. Im leaning towards a bad starter but is there anything else I could be missing?
Thanks

Using a test light, check the end of the cable connected to the starter switch on the starting motor for a good connection.

If the light shines, then the ground cable and power cable are making good connections.

Before you begin this troubleshooting method, make sure of the following:

[b:654c4848f0][i:654c4848f0]Lock both brakes.

Shift the transmission into NEUTRAL.

Turn the ignition switch to the OFF position.

Remove the coil wire from both the coil and distributor.

Turn the gas off at the fuel filter.[/i:654c4848f0][/b:654c4848f0]

If there is power at the starter switch, then push the button to engage the starting motor.

If the starting motor engages, then check and/or adjust the starting motor pedal and linkage.

After checking and/or adjusting the starting motor pedal and linkage, then push the starter pedal.

If the starting motor does NOT engage, then remove the starter switch.

Inspect the stud terminal on the starting motor.

If the stud terminal is severely worn, then it may not be making a good connection with the starter switch on the starting motor.

Hope this helps.

Measure the voltage between the copper stud going into the starter and the body of the stater , while cranking .
Measure the voltage across the battery posts while cranking .
