Does 30a in the picture spin the the case if not what suppose to keep it from turning the gear has a Barron that slides Over the shaft that makes me think that it not supposed to

Bolt (Key #26) which you've chopped off when you cropped the diagram, retaining washer, Key #27 and washer, Key #28 solidly attach the "shaft" into the main case.

mine is the earlier one according to the s/n brake #30a is sold in the center

The early ones were a press fit into the case IIRC. Searches on this site for 720d camshaft idler gear will turn up numerous discussions about this.
