JD 830 Crank no start

I have a JD 830 3cyl diesel that I installed new batteries on and after that it will crank but no start. I did spray a little bit of starting fluid and it would start on that. It was sitting for a little over a month and before that i never had an issue with it starting. It shows about a little less that a 1/4 tank of fuel so I'm not sure if it has air in the lines. I added 5gals of fuel, but I need to know how to purge the air if there is any. If this is not the case what else do I need to check and look at?
 
Have you verified that the engine shutdown cable is functioning properly and that the shutdown lever on the injection pump is fully in the ''run'' position?

How long has it been since the fuel filter was changed, and the screen on the lift pump checked and cleaned as needed. (Replacement lift pumps may not have the screen.)

don t get too keen with the ether . Those 300 series engines will crack the ring lands on the pistons .
It does sound like something is not allowing the fuel rack to move into the delivery position .
