Throttle linkage worn if adjusted for 1150 rpm hi idle wont
Shut engine off when throttle is clear back

Have you followed the instructions in the service manual on how to adjust the pivot point ?

I have attached a pic of the page of the maintenance manual for a JD 820 2-cyl diesel tractor. Not too clear hope you can read it. First of all, the high idle RPM should be 1250 and the slow idle 750. The idle speed and the high idle speed are set in different ways as you can see in the manual. Hope this helps.

This and other technical questions is to obtain the JD service manual . Fortunately a call to 1-800-522-7448 will obtain both manuals .
Steer clear of the IT manuals .

A mig and a file can make the linkage new again in just a few minutes.

Tried adjusting the rack as per jd service manual
Problem appears to be in the govener seems it wont let the throttle rod move the rack properly

There is a bearing update for those .

Seems to be too much free travel in the governor before it moves the rack

There is supposed to be a pre-load spring on the flyweight shaft
In the governor .
It will not be a waste of time to install new bearings etc into the governor even if there is nothing broken.
