JD H carb question

Got carburetor question on my H. Should it be possible for the tractor to keep running with the idle and load completely closed. Dont think Ive ever
Had this problem. Tractor runs good with load 3/4 turn and idle open 1 to 1 1/2 turns. Get a little black smoke at those settings. What do yall think?

Float level or needle leaking can cause no response to playing with the screws. If you take the air inlet off does it leak fuel out the inlet side like its flooded?

It does not leak fuel out the inlet side of the carb. Im thinking Im leaking gas by the brass plugs on the inside of the carb and maybe idle and load needles arent sealing good. Gonna look at that next. Thanks I have all new brass plugs in place.

Could be. A little too much grey smoke would lead one to think fuel from somewhere. Good luck!
