JD M Carb idle issues

I have a 1948 JD M. The carb was rebuilt by a local shop abouta year ago. The tractor runs ok but only with the choke slightly on. I have adjusted the carb as per the owners manual but it just will not run great. Any suggestions?

Perhaps try something simple first.

Check for air leaking into the manifold at the gasket where the carb attaches. Get it running, then spray some WD-40 at the gasket and see if the sound of the engine changes.

Strong fuel flow to bowl? Float set properly?
Air leak?
Idle circuit has a dirt or crud in it.
