John deere 3130 hydraulic problem

I'm working on a john deere 3130 for my boss when I started working on it had no hydraulics but I flushed the system and changed the hydraulic filter I also cleaned the priority valve and now it has some hydraulic the 3 point went up but won't come down the power steering don't work and the one of the hydraulic remotes only works when the tractor is at full throttle any help would be appreciated
 
I suggest to check hyd filter relief valve(items 18-20) to be sure it's not stuck open. On subject of 3 pt not lowering I suggest to turn rate of drop screw knob under the operators seat CCW 1/2 to1 round. Is this tractor equipped with hyd hi-lo &/or hyd ind pto? If so do these hyd controlled components operate correctly or affect operation of other hyd functions? Also place L/D lever under seat in minimum or "d'. Does this tractor have a frt end loader? If so what type valve controls FEL(ind or scv)?

Yes, It has hi/lo gear and hydraulic pto, and no they do not work but I will check the relief valve
Check charge pump pressure.Sounds like steel line in bell housing cracked or came loose.(it carries charge pump pressure oil to front piston pump)
 
Remove hyd filter & cover with clean container under opening then rotate engine crankshaft with starter for 15 seconds. Measure amount of oil in container. there should be a little over 1 gallon of hyd oil in container.
