John Deere 430w throttle handle jumps up

I am working on my 1959 John Deere 430w. I am trying to fix a throttle handle that will jump up with any slight bump of the handle thus causing the engine to rev up. I thought it might have been the throttle friction plates but now I am leaning to the governor/carburetor linkages. I have adjusted both (2 turns long on governor linkage, 2 turns short on carburetor linkage). I cleaned the carburetor and the motor runs great. However the throttle handle is way to sensitive. What am I missing? Any thoughts would be greatly appreciated.
 
How do I tighten the throttle friction plates on it? My I&T Service Manual does not cover this.

I installed new friction discs today (pretty easy) and now the throttle works as it should
