John Deere 490 planter help

Picked up a 490 planter. Hydraulic lift with the pole hitch. It does have the fertilizer boxes but not hooked up.

1) How do you adjust the speed of the seed? I am guessing i still have the wrong plates for it. I used b 28-24 for beans. I had seeds laying on top of the soil and really close together.
2) When adjusting the packer wheels. Do you push them down for more depth so like closer to the ground? seems like they are right on top the soil almost like the wheels didn't push in at all?
 
You need a book for rate chart. You can shift gears on the transmission and maybe sprockets on the transmission drive.. The seed plates also needs to be right. Seed bags used to have recommended plate on a chart. That's the planter we used up till the late 70s.

The plates I have are Lustran or something like that they are plastic. Book only had the OG plates. I did realize I was in gear 3 so I’m thinking maybe just need smaller plates and slower gear. Also raise the wheels to get deeper.
