Another thought: I recall cutting down a 30" rim back in the '90s so both rims were same width. We put the bare rim on the tractor, held a lathe cutter against the rim to score it where we needed to cut at, and after we had a groove around the rim finished the cut with a metal blade in a jigsaw. The lathe tool was clamped in the end of about a 4 ft x 1/2" pipe and rested on a post driven into the ground near the rim. The tractor was on blocks of course, and ran in low gear. I removed 2" and had a professional welder weld it back together for me. I would think that making your rim wider would also be possible if you can bend or roll a spacer to weld in to make it wider.
 
I don't see 14" blanks, but 13" and 15" seem pretty available. Years ago, I had one bad 9" wavy flange rim on my JD M. I couldn't find a 9" blank, so I used a 10" and reinstalled the wavy flange in it. You have to look really close to tell its not the same as the 9".
