anybody know the preliminary settings for the float and adjustment screws.

The float setting should be about 3/4 inch from the top of the fuel bowl. Check it with a clear plastic hose and a hose barb. If the carb is apart, turn it upside down and hold it level. With the needle valve closed, the float shold be level. A good place to start is with the idle needle one and one quarter to one and three quarter turns out and the losd needle 3/4 to 1 turn out. These adjustments ar not that critical.
