I have a John Deere 70 with a three point on it. The hydraulic lift can easily lift the rear blade I have on it, but when I push the lever backwards to lower the lift arms, nothing happens. It takes about 5 minutes for the pressure to slowly bleed off, and then the implement is back on the ground. I did my best to clean the unit and the valves with no success - what can I do?
 
Generally, if everything is ok, it's only a matter of adjusting the "Throttle Valve" which controls the rate of drop.

If you have an operators manual, the section on the Powr-Trol will shows the location of the setscrew. It is the tall hex nut that sticks directly rearward (the one half way up on the side is the metering scfrew that controls rate of slow rise). Turn the nthrottle valve inward to increase, or outward to decdrease, the rate of drop.
