John Deere M Idle problems

Hi, I am currently restoring a 1951 John Deere M for a friend and cannot get the tractor to idle at low rpms decent. When I adjust the Idle and load needles on the carb to get a good idle I have no power at high rpms and the tractor tends to miss when given more fuel. I can"t get the tractor to idle by just adjusting the idle needle. I don"t know if this is just a carb problem or do I need new points. I do not believe it is the govenor because the throttle linkage doesn"t move at all and the tractor still slows down and speeds up rapidly when trying to idle. I am not much of a two cylinder guy when it comes to experience I am used to working on case tractors so if anyone out there could help I"d really apprecitate it.

Since the idle needle won't adjust the idle, you think the idle circuit in the carb maybe plugged? By using the load (or power) jet, your over enriching the mixture at high rpm to get the tractor to idle at low rpm. My guess is the carb needs a good cleaning.
