recently purchased a jd rx75 with a kawasaki 9hp motor . motor was full of gas and would not turn at all. drained crankcase and washed it out with deisel let dry and refilled with oil. engine will turn but for a few revolutions then it comes to tight spot were it is really hard to turn have to do it by hand. i am thinking that there might be some internal damage. any help or opinions would be greatly appreciated

You probably need to pull the head and inspect the cylinder wall. If it shows galling you probably need to pull the piston. May need to rebuild the engine. Hal
 
Pull the spark plug. I think you will find gasoline in the cylinder which is hydraulicing the cylinder. You need to look why raw gasoline is in the cylinder. You most likely have a carb. problem.

The carb was the problem at first , rebuilt it. removed all gas an oil from crankcase.still having trouble getting to turn freely enough to start.

Remove spark plug & valve cover,crank eng with starter/by hand & check if eng cranks/rotates freely,if it does watch valves,you may have a stuck/frozen valve or pushrod problem,if eng rotates freely & valves working ok,check valve clearances,they might be excessive an need an adjust,in whick case acr won't work & starter will stall on compression stroke,if eng still tight with plug out & valves working ok,then you have an internal mech problem.
