Jubilee 3 point problem, Help!

I need help on my 53 jubilee 3 point. I just got the tractor running good and operating after a 10 plus year storage ( given to me) I plan on using a grader blade on the 3 point but it doesn't always work? some times it is jerky (there were small bubles in the fluid after I changed it but I don't see them now) After sitting a week I have to move the lever several times up and down before it starts to work. and the lift arms won't go all the way up unless I raise and lower it MANY times. It seems like it needs to be blead, but I have a manuel and the pump they show has a pressure adjustment valve and mine does not? My pump does have 2 pipe plugs in top that can be removed with a allen head. The fluid is full and correct. Is there a adjustment for the handle/valve?

On the pump there are the two plugs you referred to. The one closest to the front of the tractor is used for purging to get air out of the hyd. system.

So does it sound like my problem is just air? should I just open that hole with it running until the air is gone then top it off?
