Does anyone know where to find a Jubilee Governor? Have tried and tried and only parts I can find is a spring and a felt washer.

Seriously, there are a number of sources for used parts. Several show up here regularly.
 
I'm surprised this site does not carry them. But, try Steiner. They have them for $100. You'll find them on the web. I believe it's Steiner Tractor. You'll see one listed for the NAA which is the same 134 CI engine as yours.
