Jubilee hydraulic problem

I primed the vane pump with air as the service manual suggested and got a stream of oil coming out the pressure line. When I tried the 3-pt lift again it didn't lift. Should the oil have shot out or streamed out? Maybe my pump is ok and my problem is in the lift cylinder?

unload valve more likely, if the pump is working..

If it is the unload valve, would you think it is dirt stuck in it or a worn part issue. I'll need to order a new lift cover gasket so should I order any other parts that ware and should be replaced while I have the lift cover off? Also, getting back to the pump, the "stream" of oil that came out the pressure line hole was about 12-16 oz in a minute with the tractor at idle. Is there a rating for volume per min. that I can can measure and compare it with my pump's performance? Thanks for your advise.
