KUBOTA Govenor

I am trying to get information on kabota V-1900 Governor, 1994 year. I have sent the pump out and it's OK. The motor is on a generator that need is to run at 1800 RPM. The engine pulls down. I have backed out the fuel screw with no increase in power, no smoke. I don't think the govenor is working. Thanks for any help.
 
Kubota rebuilt the governor, after that the engine ran away and scartered the aultinator. Kubota rebuilt the governor because the engine speed sometime was fine then the next time it started it the speed changed. I think that they did not do a good job on the rebuild and the problem is still in the governor. I set the speed at 1800 as power is applied the engine pulls down no smoke it needs more fuel and the governor is not moving the rack against the fuel screw. Kubota couldn't fix it so there was no charge, but I still want to fix it.
