LA Case Head

I removed the head on my LA today to do some valve work and I find a hole in center of head 1.95" full of rust does this hole have a frost plug or is it open to the head gasket located between #2 and #3 cylinders Thanks for help

The DC heads are the same way, no plug required, there is probably a small hole in the block and gasket to allow water to bleed out of the block.
