la valve timing

what it the correct way to adjust the valves on a john deere la? i got the tractor not running but never had the engine apart. when the DC mar lines up with the line on the hole the no.1 cylinder has both valves closed but when i rotate the engine 180 degrees for the no.2 the exhaust is already open. is it timed right? i havnt worked on deeres much and assumed 1 and 2 where opposite from each other

i dont have many pics. this is pretty much what it looked like when i got it. i was told the previous owners were having trouble with the mag timing and it had been sitting for about 30 years in this state. luckily the engine was still free and only took a little tinkering and a few parts here and there to get it started. i have the sheet metal on now and need to get a back rim and some tires so i can really run it
