I tried that. My assembly does not have the small #69 pins on either side just a roll pin in place of #68 flush on either side. Once removed the locking lever still slides up and blocks removal. I tried pushing down through the hole on top with no luck either. I can attach a photo if that would help.
 
Remove the roll pin that holds the lock.. Then as you pull the arm out, work the lock into the lower cutout and pull it out with the arm... iirc... Its been a while, but I was able to move the upper lock pin around enough to get the arm out... There is a spring loaded "piece" in the upper housing pushing on the lock pin that you have to work around. OR... hold the lock pin up in the recess while pulling the arm out... one of those.
