M602 PTO lever

The M602 (gas) I'm working on has a PTO control lever that seems to be stuck--it only moves slightly in each direction. Anyone else ran into this problem, and has some advice as to a fix?
 
I bought it at an auction, so I had not operated it before. Another rather embarrassing question I have is just WHERE one adds hydraulic fluid; I'm not seeing an obvious pour hole.

Am guessing has 3pt with Tele-flo setup. Is a small plate with two bolts on front right to add oil. Pto may be just rusted. You can look inside(kinda) if tin cap is removed on back left where belt pulley would be mounted.

I had one like that on a M670, I had to remove the top cover to get at the pto clutch it was all rusted up from sitting to long, had to loosen up the ring and start cleaning it up then readjust it when clean
