Massey 250 3pt issue

I just picked up a Massey 250 that hadn’t been run in 7 or 8 years. 875 original hours, came off of my late uncles hobby farm. A new battery and it starts and runs great, but the 3pt isn’t working correctly.

The 3pt will only lift when your foot is pressing the clutch all the way down. When you let off the clutch the 3pt will go down immediately, like the pump loses power.
It’s sort of the opposite of what a 3pt should do.

Any ideas what is going on here?
Am I missing something specific to a Massey 250?

Does the PTO work?

Yes, the pto works. Hydraulic oil is clean and full.

When you push the clutch all the way down, does the PTO shaft stop spinning?

I can’t say I noticed. I can feel in the clutch pedal the two stages, but I haven’t seen the shaft itself while sitting on the tractor.

The second stage will disengage the PTO and hydraulic pump from operation.

Well, first, something is wrong with the 2 stage clutch.

A 40 year old tractor with under 900 hrs. Wow.
